Eco-balances for policy making in the domain of packaging and packaging waste
The European Commission, DG XI, has published an open call for tender for a study contract concerning eco-balances in the domain of packaging and packaging waste management. The aim of this study is to evaluate the potential of "state of the art" techniques such as eco-balances and life-cycle assessments to policy-making purposes and, in particular, to establish a global hierarchy on packaging and packaging waste management. The study should consider, in particular, the reusable versus one-way packaging alternatives and the material-recycling versus incineration/energy recovery options. The methodology considered as most appropriate to this purpose is to be applied in a relevant number of scenarios representative of the present and future European-level situation. The study should provide guidelines on the establishment of recycling and recovery targets for the different packaging materials and recommendations for preventive actions and the assessment of re-use systems. It is stressed that these tools are to be used for the support of policies directed towards a high level of environmental protection.
