The Commission reached a decision on 24 July 1991, finding compatible with the R&D aid framework, and therefore approving, a Dutch aid scheme to make professionally trained RTD staff available to SMEs. The scheme, which began in September 1990, has an overall budget of ECU 1.17 million for the period up to the end of 1993. By subsidising wage costs it permits firms having not more than 100 employees to engage a recent graduate for the implementation of R&D aimed at the creation of a new product, production process or service.
