In the context of the SAVE programme, the Commission calls for proposals from energy supply utilities to carry out pilot least-cost planning actions to assess and implement novel planning techniques. These should concentrate on obtaining "hands on" experience of the techniques with a view to establishing viable, utility-supported energy efficiency programmes. Proposals should cover only the feasibility stage of the pilot action.
