The Economic and Social Committee, delivering an opinion on 20 March 1991 on the proposal for a Council Decision (COM(90) 365, published in Official Journal No C 301 of 30.11.1990) concerning the promotion of energy efficiency in the Community (SAVE), considers that: In the context of the SAVE programme the Commission acknowledges that the Energy Council's targeted energy efficiency improvement of 20% from 1986 to 1995 (OJ No C 241 of 25.9.1986) cannot be achieved and that the improvement in energy intensity is likely to be in the region of 14% if present trends continue. The Committee welcomes the Commission's proposal and feels that it could be strengthened, inter alia making reference to reduction of dependency on Middle East oil, the integration of PACE into the SAVE programme, the priority of energy efficiency in Member States, coordination of national authorities, regular review of Community funding, support of promising technologies via THERMIE, incentives, least cost planning, publication of further information to promote the programme.
