The European Commission, DG XIII, has published an open call for proposals for a study entitled "Harmonization of quality of service (QoS) parameters for the provision of pan-European telecommunications services within the context of open network provision (ONP)" The aim of this study is to evaluate the influence of telecommunications liberalization on the quality of service (QoS) issue, focusing on the need to maintain appropriate end-to-end QoS levels in interconnected environments. In order to achieve this objective, the study should make recommendations with regard to the following: - Appropriate rules for regulatory authorities, industry bodies, network operators and service providers; - Identification of the best means to ensure adequate end-to-end QoS levels in the Community; - Technical and non-technical standards that may be needed; - QoS issues to be included in interconnection agreements.
