A Council Decision (91/396/EEC) of 29 July 1991, on the introduction of a single European emergency call number, establishes that the number 112 is to be introduced in public telephone networks as well as in future integrated services digital networks and public mobile services, as the single European emergency number. It shall be introduced by 31 December 1992 at the latest, except where its full introduction is rendered too costly or impossible for particular technical, financial, geographical ororganizational reasons. In this case the Member State shall communicate to the Commission a new date for full introduction of the single emergency number, which shall be no later than 31 December 1996. Member States shall take necessary steps to ensure that calls to the number are appropriately answered and handled.
