The Council of the European Union has adopted a Council Regulation amending the Financial Regulation of 21 December 1977 applicable to the general budget of the European Communities, with regard to the funding of research and technological development activities. The new Regulation (No 2335/95 of 18 September 1995) aims to increase the flexibility of provisions for the funding of the Joint Research Centre (JRC) in order to facilitate the implementation of the "new competitive approach" for this centre introduced under the Community's Fourth Framework Programme. This approach will mean, amongst other things, that that the JRC will gradually have to enter into competition with other bodies for the implementation of certain projects financed from the Community's general budget. The present Regulation should allow the JRC greater effectiveness in the management of its appropriations, thus enabling it to so compete with other similar centres.
