Technical assistance for the PETRA and "Youth for Europe" programmes
The Commission seeks technical assistance in the operation of the second phases of the PETRA and the Youth for Europe programmes, adopted by the Council in July 1991. For PETRA (development of initial vocational training) such assistance will concern, inter alia: the implementation of arrangements made by the Commission with Member States for the organization of placements of young people; the analysis and observation of developments in initial vocational training policy and practice in the Member States, and the preparation of relevant discussion papers; the further development of the European Network of Training Projects established under phase 1 of the programme, and vocational information and guidance. For the Youth for Europe programme, assistance concerns in particular the coordination of the network of national agencies responsible for exchanges of young people not linked to education and training, and of young people's voluntary service projects abroad; analysing, and advising the Commission on, youth information, the development of the initiative and creativity of young people, and the training of youth workers; activities related to the encouragement of the direct access by young people to international youth exchange.
