An amended proposal for a Council Decision relating to the coordination of procedures on the award of public service contracts (COM(91) 332 final - SYN 293) defines "public service contracts" as being contracts for pecuniary interest concluded in writing between a service provider and a contracting authority, (excluding public supply or works contracts, acquisition or rental of land, broadcasting contracts, arbitration and conciliation services, public debt management contracts etc). "Contracting authorities" include the State, regional or local authorities, bodies governed by public law or associations formed by one or several of such (as listed in Annex I). The Directive considers: General provisions; two-tier application; choice of award procedures and rules on design contests; common rules in the technical field; common advertising rules; rules on participation and criteria for selection and award of contracts; final provisions. Member States are to implement the laws and regulations required to comply with this Directive by 1 March 1992.
