Court of Auditors Report on Mediterranean cooperation
The Court of Auditors Special Report No 3/91, on financial and technical cooperation with Mediterranean non-Member countries, accompanied by the replies of the Commission, sets out the Court's findings after audit enquiries for the period 1979-1989. Topics include: The framework of financial and technical cooperation; the system of Protocols; management systems; implementation and results of cooperation; conclusions of the Court. Annexes detail the legal provisions governing cooperation programmes with Mediterranean non-Member countries, and the framework of financial and technical cooperation. Breakdowns of the distribution and utilization of aid are included. The non-Member countries involved in such cooperation (to 1990) are Turkey, Cyprus, Malta, Algeria, Morocco, Tunisia, Egypt, Jordan, Lebanon and Syria, with overall financial aid granted from budgetary resources of ECU 1714.5 million. The Commission intends to take the Court's comments into account both in drawing up the new Protocols (basic texts introduced in 1991) and in assessing cooperation with the Mediterranean countries under the new Mediterranean policy.
