In the course of its July 1991 Session, the Economic and Social Committee (ESC) adopted an Opinion on Energy and the Environment (an Own-initiative Opinion drawn up by the Section for Energy, Nuclear Questions and Research) It addresses topics relating to climatic changes, looking in particular at current discussions which may aid the European Community to devise concrete strategies and preventive measures to counter or attenuate the greenhouse effect. The urgency of the topic is underlined, and pointers for a plan of action are set out. Regional pollution is also examined, resulting from energy production and consumption, and engendering considerable environmental problems. Finally, it is urged that several regional issues outside the EC be addressed. These include environmental pollution caused by energy production in Central and Eastern Europe and in the Mediterranean basin (particularly the non-European areas), and the requirement for development aid to prevent the felling of trees for energy purposes in the poorest countries of the world.
