A Commission proposal for a Council Regulation (EEC) establishing a European Agency for Safety and Health at Work (COM(90) 564), submitted on 30 September 1991, aims to establish such an Agency to promote improvement of the working environment and to protect the safety and health of workers as provided for in the Treaty and successive action programmes in this field. The Agency is to give the Commission technical and scientific assistance, promote the exchange of information, organize training courses for experts, aid harmonization of national data, promote cooperation in the monitoring of the application of measures, and cooperate with other Community bodies (particularly the Statistical Office) and international organizations. The Agency shall set up a network comprising: the main components of the national information networks; national focal points; thematic centres. A yearly Community grant shall be based on a Agency budgetary estimate submitted to the Commission. The proposed Regulation is to be binding and directly applicable in all Member States.
