The European Commission, DG XI, has published an open call for tender to award a contract for technical assistance to initiate, enhance and support networking activities between Environmental Centres for Administration and Technology (ECATs) in Central and Eastern Europe. The contractor should give particular emphasis to: - The preparation of a joint meeting of ECAT members in Brussels to discuss networking issues and to become acquainted with environment-related European Commission policy (e.g. the Fifth Action Programme, and LIFE, PHARE and TACIS programmes) as well as with European institutions (e.g. the Parliament and the Council); - Assistance in identifying the needs and appropriate ways of strengthening the networking capacity of ECATs; - Implementation of some of these measures. The contract must be completed over a period of nine months from the date on which the contract is signed. A progress report will be made after four months.
