A Commission proposal on the accession of the European Community to the FAO (Food and Agriculture Organization) at the 26 session of the FAO Conference (COM(91) 387, submitted 21 October 1991), sets out that the Community shall, at the above session of the FAO Conference, submit a request for accession accompanied by a formal instrument by to which it accepts the obligations of the FAO Constitution as in force at the time of admission, together with a declaration of competence. The President of the Council shall be responsible for completing the necessary procedures to this end. The declaration of competence, annexed to the proposal, specifies the matters covered by the Constitution in respect of which competence has been transferred to the regional economic integration organization (in this case the EEC) by their Member States Inter alia, in the area of policy on research and technological development, the Community's competence under the terms of Articles 130f to 130q of the Treaty mainly covers basic research (universities, research industries) and both research and technological development relating to the food industries.
