Two proposals for Council Decisions, submitted on 22 and 25 November 1991 respectively, concern the conclusion of EEC cooperation agreements with the Republic of Finland (COM(90) 403) and with the Kingdom of Sweden (COM(90) 402) within the framework of the Community RTD programme in the fields of raw materials and recycling (1990-1992). The agreement with Sweden is to cover two subprogrammes relating to: Forestry and wood products (including cork) as a renewable raw material (FOREST) and the recycling of waste (REWARD), while the agreement with Finland concerns only FOREST. Terms governing such cooperation are set out in the body of each text. Annexes indicate the research areas involved, the Community's rate of financial participation, and the financial provisions. The FOREST subprogramme embraces forest resources, wood and cork technologies plus pulp and paper manufacturing, while REWARD concerns the sampling, analysis and classification of waste, waste statistics, recycling technologies, and energy production from waste.
