A proposal for a Council Directive on procedures for harmonizing the programmes for the reduction and eventual elimination of pollution caused by waste from the titanium dioxide industry (COM(91) 358) lays down procedures to be followed by existing industrial establishments, and is intended to improve conditions of competition in the industry. The proposed Directive covers dumping of waste plus the discharge of waste into inland, coastal and territorial waters and the high sea as well as the atmosphere. It is proposed that Member States shall take the measures necessary to comply with the Directive not later than 31 January 1993.
