The European Training Foundation (ETF) has published a call for expressions of interest in the field of vocational education and training. Private, public and non-commercial organizations from the European Union, GATT countries and the European Economic Area (EEA) are invited to request an application form to be registered on a long list that will be used for contracts relating to the supply of advisory and consultancy services, policy advice, training, studies, and limited equipment, in the field of vocational education and training in the countries of Central and Eastern Europe, the New Independent States and Mongolia (the partner states). The ETF will register on the list all applications coming from organizations involved in at least one of the following areas: Vocational education and training (VET), including adult training: VET systems, policies and reforms in the European Union and the partner countries, notably: - Social partnership: . Measures for the encouragement and support of entrepreneurial activity; . Methods and tools for auditing and enterprises' human resource policies (especially SMEs); . Involvement of enterprises and other private providers in VET; their role in continuing vocational training; . Linkages between VET institutions, employers, workers organizations, non-governmental organizations; . Role of the social partners in the development of VET strategies; . Alternating training between enterprises and training institutes or universities; . Role of regional and local authorities in the development of education and training; - Continuing vocational training, apprenticeship, in-company training: . Links between public pre-employment education, training institutions, training-related employment and placement programmes; . Organization of apprenticeship schemes; . Facilities and programmes for training socially excluded, disadvantaged and disabled groups; . VET policies for the integration of young people into the labour market; . Policies and strategies for young people; . Links between education, training and unemployment; . VET guidance and counselling and their role in policies to combat unemployment; - Financing of education and evaluation tools: . Systems for financing VET; cost-benefit evaluation systems; . Systems of testing and accreditation; evaluation and quality assessment of education and training systems; . Development of quality standards in VET; . Evaluation and certification systems for knowledge and skills; - Labour market policies: . Training as a component of active labour market policies; . Evolution of professions and qualifications; . Mobility policies (legal frameworks, recognition and validation of qualifications); . Systems for exchanging information and experience on VET; . Systems for forecasting needs in terms of training and qualifications; - Didactics/methods: . Pedagogical and didactic methodologies: use of new education technology, curriculum development; . Development of open and distance education and training; . Methodologies for the training of trainers; . Methodologies for training specialists in foreign languages; . Management of training institutions. The ETF will send invitations to tender, contract documents and specifications to all candidates appearing on the long list or to a selected number of those on the long list, on the basis of selection criteria specific to the contract concerned. The list resulting from this call will be exclusively used for contracts with a value below the thresholds specified in the "public contracts" Directives. The provision of services and delivery of supplies will mainly take place in the partner states but can also take place in the European Union.
