Pursuant to a Council Decision of 18 June 1991 revising the programme for the improvement of the business environment and the promotion of the development of enterprises, and in particular small and medium-sized enterprises, in the Community, the Commission plans to have an evaluation conducted by independent experts, for its own use, of the results achieved in all aspects of the programme. The evaluation will cover: Measures taken to remove administrative, legal, tax and financial constraints; information (the Euro-Info Centre network in particular); cooperation (BC-NET and BCC partner search networks, the EUROPARTENARIAT and INTERPRISE programmes, and measures relating to subcontracting); assistance to enterprises (management development, participation in RTD, seed capital and EUROMARKETING programmes including EUROMANAGEMENT); the implementation of craft industry measures; evaluation and policy development (progress made on statistical databases and the launching of the European monitoring centre for SMEs).
