Commission adopts groundwater action programme

The European Commission has adopted an action programme for the protection and management of groundwater. The programme requests Member States to draw up national action programmes, to be implemented by the year 2000, while taking account of the situation in particular regions. The focus is on integration and improved planning and management. The national programmes will include identification and mapping of groundwater resources and of pollution from urban, industrial and agricultural sources. They will focus on spatial planning and the importance of groundwater protection, including the designation of zones where groundwater is particularly important or threatened, as well as increased monitoring of groundwater quantity and quality, to allow for an early detection of deterioration. By means of the groundwater action programme, the Commission aims to integrate water policy into other Community policies such as agricultural, industrial and regional policies.
