A Council Decision concerning the conclusion of the Framework Agreement for cooperation between the European Economic Community and the United Mexican States (7 October 1991) approves the Agreement on behalf of the Community. The text of the Agreement is annexed to the Decision. Both parties undertake to impart renewed vigour to the relations between them. To achieve this essential objective, they resolve to promote in particular the development of cooperation relating to trade, investment, finance, and technology, taking account of Mexico's special situation as a developing country. Inter alia, the Agreement covers the fields of technological development and intellectual property, cooperation in science and technology, information technology and telecommunications, transport, health, energy, the environment, development planning, information and communication and culture, training, and regional cooperation. The agreement, concluded for a period of five years, entered into force on 1 November 1991.
