A Resolution of the Ministers of States participating in European Cooperation in the field of Scientific and Technical Research (COST) signed in Vienna on 21 November 1991 by the representatives of the European Communities and the representatives of the participating States, welcomes the enlargement of COST to the Czech and Slovac Federal Republic, the Republic of Hungary, the Republic of Iceland and the Republic of Poland, and looks forward to fruitful collaboration between old and new COST members. The signatories shall consider with interest applications from other European States, and confirm their commitment in both material and financial terms to COST as an important means for promoting RTD collaboration by means of concerted actions between a large number of participating countries. Further, the Resolution stresses the importance of encouraging initiatives from the scientists and technical experts themselves to promote R&D efforts on an international basis. It welcomes the dynamic character of COST and its adaptability, especially in new areas of research and in seeking solutions to concrete R&D problems in transfrontier collaboration between partners in science research and industry. The signatories undertake to promote COST as an important means of cooperation between industry, universities and research centres in different European countries.
