In the context of the discussion on the "Green Paper on a common approach in the field of satellite communications in the European Community" (COM(90) 490), the European Commission intends to launch studies with regard to the regulation of satellite communication in Europe. These will include: - An economic assessment of European orbit and related frequency resources; - Regulatory requirements for "one-stop" authorization" for Satellite News Gathering in Europe; the economic impact of competing space segments; - The impact of non-European competitors on a deregulated European common satellite market. In addition, the Commission intends to conclude framework contracts for support for the Commission services with regard to analytical, managerial and legal work with regard to satellite telecommunications policy. These services involve: - Examination of rules and practices for awarding licenses and authorizations; - Legal assistance in the drafting of specific proposals for Community legislation; - Research into the dynamics of the satellite communications market (commercial, technical, political and other factors); - Managerial assistance in the consultation of different parties on elements of the proposal Community Space Telecommunications policy. Tenderers may apply for one or more studies and/or the support programme.
