Expressions of interest are invited from suitably qualified applicants with appropriate experience in the provision of services, notably technical assistance, project management and training, in areas connected with labour market restructuring and social policy reforms. Applicants for preselection must be able to provide services in the following areas: - Design, financing and organization of active employment policies (skill training/retraining, promotion of self-employment, measures for specific groups including the long-term unemployed, local/regional development measures for socio-economic regeneration and employment growth); - Organization and management of employment services and local labour offices, and of labour market information systems (computerization of services, development of job search and counciling services, staff training, collection and analysis of employment-related data and system development); - Design, financing and administration of social protection measures and social policy measures; - Design, financing and delivery of education and training policies and programmes, including curriculum development and teacher training (general and secondary education, initial training, adult education and continuing training). Services and activities to be provided will include: Designing programmes and carrying out studies and analyses; assisting the authorities on programme planning, scheduling and management; devising and carrying out training projects within programmes; organizing study visits and programmes and linkages with networks in the EC; animating policy dialogues between authorities and non-governmental organizations, including social partners. Preselection is open to all applicants in the EC Member States and the recipient countries under the PHARE programme plus any other country designated as recipient under Regulation (EEC) No 3906/89 as amended.
