The Council of Ministers of the European Union recently adopted conclusions on a strategy for lifelong learning. The Council recognizes the scope of change in the world stemming from the developing Information Society. As a result of this, the Council emphasizes the need for European citizens to update and renew skills and knowledge. Changes in society and the world of work mean that steps to encourage lifelong learning are essential to meet the challenges set by the development of the Information Society. In response to this, the Council calls for cooperation and involvement from all relevant parties in the development of a Community strategy for lifelong learning. This strategy should be underpinned by principles derived from the fundamental aim of education and training: to serve individual, cultural, social and economic well-being and to enhance the quality of life for all citizens. The Council conclusions set out a framework of areas for further development: - Challenges for the school system; - Economic and social considerations; - Local community development through education and training; - Continuing education and training; - Pathways and links between general and vocational education; - Access, certification and accreditation; - Teachers and adult educators; - The role of new technologies. In each of these areas, the conclusions set out a number of possibilities for further development. The conclusions envisage much of this activity being carried out within the Member States, and calls on succeeding Presidencies to take appropriate action at Council level. In addition, the Council calls on the Commission to encourage the exchange of information and experience within the framework of programmes and initiatives such as LEONARDO DA VINCI and SOCRATES.
