This report summarizes the discussion and conclusions of the first conference of the TELEMATIQUE programme (promotion of data communications for regional development) held at Kells in Northern Ireland, 29 May to 1 June 1991. TELEMATIQUE (1991-1993) is financed jointly by the Member States and the EEC, with the total contribution of the European Regional Development Fund estimated at around ECU 200 million. It aims to promote advanced telecommunications services in Objective 1 regions (regions whose development is lagging), by facilitating their introduction into SMEs, into the public sector (drawing on the results of programmes such as DRIVE, AIM and DELTA) and by improving standardized access to data communications networks within the community. Outlining the aims and requirements of the TELEMATIQUE programme, the 139-page report also considers the contribution made by the STAR programme (1987-1991) which laid the foundation on which TELEMATIQUE builds.
