The European Environment Agency (EEA) has published an invitation to tender concerning studies and writing of chapters relating to the report on the state of Europe's environment. The EEA is charged with producing objective, reliable and comparable information on Europe's environment for policy-makers and the public. It is now preparing for the compilation of the next three-year report on the state of Europe's environment, which has to be ready for December 1998. The geographical scope of the report aims at coverage of the EU Member States, Norway, Iceland, Liechtenstein, the ten Central and Eastern European accession countries, the Arctic and Baltic regions bordering the EU and the trans-boundary Mediterranean regions. The report will describe the current and foreseeable state of the environment from the following points of view: quality, pressures and sensitivity. The tender consists of the following two lots: A: Lot 1: - 1.1: Writing of chapters: . Societal developments and use of resources: population size, structure and distribution; meeting "needs" and consumption patterns; economic development and technologies; . Environmental problems: dispersion of hazardous substances; accidents; . Integration: spatial dimension; urban areas; rural areas; mountain areas; . Transversal impacts: human health issues. The work does not include the collection of data. The EEA will be gathering the appropriate data and will provide the consultant with the necessary databases (indicators, scenarios, targets). The work shall be executed over a period of 12 months starting in October 1997. The work will involve frequent contacts and close collaboration with EEA staff in Copenhagen and experts of the EEA European Topic Centres. - 1.2: Contribution to the assessment and writing of specific chapters: For specific sections of some chapters, the Agency is looking for consultants who will be entrusted with the task(s) of: . i) Generating particular future environmental trends: noise (road transport and aviation) in urban areas; soil degradation (specific aspects); . ii) Completing information on societal trends for: fisheries; tourism. The work shall be executed over a period of five months starting in October 1997. The work will involve frequent contact and close collaboration with EEA staff in Copenhagen and experts of the EEA European Topic Centres. B. Lot 2: Study on trade issues in the framework of the EU enlargement to the Central and Eastern European countries CEECs. The current process of accession by which ten Central and Eastern Europe countries (CEECs) are preparing themselves for future membership of the EU will result in changes with potential benefits and costs to the environment. An investigation of the effects on the environment of the enlargement of the EU should yield useful information for European policy-makers. One major consequence of enlargement will be trade liberalization resulting in an increase in trade. The expected study shall investigate the eventual benefits, but also the potential damages, for both the EU as well as the CEECs. The possible environmental gains might show the opportunities for greater environmental efficiency; for example, pointing out the possibilities for technology transfer from the EU to the CEECs. On the other hand, additional environmental damages might emerge assuming an increase in transportation, a higher level of consumption of products and an extension of the Common Agricultural Policy (CAP). The study should also include a general macroeconomic analysis of the potential effects on the environment of trade liberalization, focusing on agriculture and transport. The environmental analysis should look into the main driving forces and pressures behind these effects. The study and its findings will particularly be used as an input for the first two chapters described in Lot 1.1. The work shall be executed over a period of six months starting in October 1997.
