The specific research and technological development programme in the field of human capital and mobility (1990-1994) was adopted by Council Decision 92/217/EEC of 16 March 1992. Its central objective is to help increase the quantity and quality of human resources available for RTD which will be needed by Member States in the coming years, assisting the creation of a genuinely European scientific and technical community. Activities (detailed in an Annex to the Decision) include: - The development of a Community system of research training fellowships; - The creation and development of research networks for scientific and technical cooperation; - Measures to promote the access of researchers to large-scale scientific and technical facilities; - The launching of a Community system of "R&D Euroconferences". The programme is adopted for the period commencing on the date of the Decision and ending 31 December 1994. Funds estimated as necessary for its execution amount to ECU 488.07 million, plus ECU 4.93 million earmarked as the programme's contribution to the centralized scheme for dissemination and exploitation of results. A further ECU 25 million is destined for JRC activities in human capital and mobility.
