The Commission gives notice of a call for expressions of interest regarding preselection for the carrying out of studies, formulating recommendations and supervising of restructuring operations in the process of the conversion of defence-related industries in the Commonwealth of Independent States (States previously members of the Soviet Union). Applicant firms must be able to provide assistance to defence-related industries in the following forms: - Assistance in identifying plants that could quickly expand production of civil equipment; - Advice on conversion strategies, on structural reorganization and necessary restructurizations; - Industrial and commercial feasibility studies; - Market research; - Studies in order to evaluate scientific, technological and industrial resources; - Operations involving retraining of staff, exchange of specialists or transfer of know-how. If they so wish, firms or consortia may propose that they provide services through the long-term secondment of experts. The purpose of the call is to preselect firms which may then be invited to take part as appropriate in restricted invitations to tender (issued in due course by one or more countries or by the Commission), to take part in simplified tender procedures and in the conclusions of direct contract for projects financed by the European Community under the Technical Assistance Programme to the CIS. Interested parties must submit documentation as indicated in the Official Journal, and demonstrate experience and ability in stated aspects of the sectoral defence-related industries.
