The Commission, via a public invitation to tender, seeks technical aid from individual bodies or consortia in evaluation of the Youth for Europe programme. The evaluation process will cover: The efficiency of the management and coordination methods, structures and procedures set up to implement the programme at Community level and in the Member States; the efficiency of the model for the programme as a whole and of the individual activities. A report on programme implementation will include its results in quantitative and qualitative terms and its impact on young people during (a) the 1988-1991 first phase of the programme, and (b) the first year of the second phase (1992). The report is to be submitted to the Commission by 28 February 1993. Interim reports on (a) and (b) plus a summary report, are also required. Only tenders covering the entire evaluation process and all 12 Member States will be considered.
