The Council Decision adopting a specific research and technological development programme in the field of measurements and testing (92/247/EEC of 29 April 1992) establishes the programme (the final specific programme to be adopted in the context of the third Framework Programme) for the period 29 April 1992 to 31 December 1994, with total funds of ECU 47.52 million estimated necessary for its execution. Scientific and technical objectives include: - Support to Regulations and Directives (to improve methods of obtaining reliable and internationally accepted results for the application of Directives, particularly in the areas of food products, industrial products, environment and health); - Sectoral testing problems (to contribute to the implementation of the global approach to conformity assessment of industrial products through support to European standardization, laboratory accreditation and mutual recognition); - Common means of calibration for the Community (support for projects to develop calibration means required by laboratories in the Community, to ensure measurements and tests are done on a common basis and can be compared with measurements originating outside the Community); - Development of new methods of measurements (R&D, including basic research, in measurement methods and analysis as required by Community policies, particularly relating to new types of instrumentation, support for Directives, and methods required to relate frequently made measurements to the framework of a common means of calibration). The Commission shall make calls for proposals on the basis of a work programme drawn up in accordance with these objectives, as detailed in an Annex to the Decision.
