The European Commission, DG IA, has published a call for expressions of interest relating to the provision of technical support in the evaluation of EC technical assistance programmes to Central and Eastern European countries (PHARE) and the New Independent States (TACIS). The Commission intends to draw up a shortlist of service providers who meet the criteria set out in this call. Companies included on the shortlist will be invited to take part in a restricted call for tender. The services to be carried out are: - 1. The design of appropriate methodologies for the evaluation of PHARE/TACIS country programmes, sectoral programmes and cooperation instruments; - 2. The design of appropriate methodologies for the evaluation of PHARE/TACIS institution-building programmes; - 3. Reinforcement of the Commission in-house capacity in relation to the use of performance indicators; - 4. Development of country and sectoral analysis as preparatory work for the formulation of terms of reference for evaluation studies; - 5. Analysis of country and sectoral technical assistance programmes as preparatory work for the formulation of terms of reference for evaluation studies. The work in question is to be carried out by a team consisting of three experts (one senior expert and two junior experts). The assignment, which will be of 12-14 months duration, will be undertaken on the basis of the requirements arising from the evaluation work programme 1998-1999 and in accordance with specific requests made by Commission officials. Contracts will be concluded with companies only; consequently only companies will be invited to bid and individual experts will have either to form their own company or ensure that they feature in the bid of another company.
