European Week for the Public Health

Initiatives for the promotion of the role of the regions in Europe with regard to public health and biomedical research, taking place in Brussels from July 7-11, 2003. Deadline for registration is June 15, 2003.

Continuing the process of collaboration that has been underway between various regions in Italy for some time now, Veneto, Liguria and Lombardy have decided to start another experiment with interregional cooperation through the joint organization and management of a series of events centring on training and promotion regarding a number of fundamental themes both in a local context and on the level of the European Union, in particular the integrated development of the community health systems and biomedical research.
- The primary objective of the proposed initiatives is, in the first place, that of providing the officials and services of the various institutions involved - as well as to the users of these - with an additional means of obtaining information, health care and updating, thus permitting a systematic targeted study of the related problems.
,In addition to this objective, the interregional initiative also aims to achieve a series of indirect results, as follows:
- promotion of the exchange of information, especially with regard to health care experience, at a regional level and the greatest possible development of the network linking local health authorities and hospital trusts both with a view to participation in initiatives of the EU and, more simply, in order to encourage good relations and exchange of good practice information and staff;
- the improvement of relations and the promotion of the exchange of information between public authorities, non-governmental organizations and industry with regard to public health and biomedical research;, ,- the improvement of the knowledge of the tools for EU funding and the opening up of new channels of finance through, for example, recourse to innovative forms of financial engineering.,
As far as the organization is concerned, the seminars - each of which will be devoted to a particular theme - will be held on four days: 14 February 2003, in Venice; 4 April 2003, in Genoa; 13 June 2003, in Milan; the last one, however, will take place in Brussels on the occasion of the inauguration of the six-month period of the Italian presidency of the European Union, with the aim of highlighting the fact that this initiative is of importance to Europe as a whole. The event, which has been entitled 'European Public Health Week', has had the backing of the Conference of the Presidents of the Regions and the Autonomous Provinces, which is the representative body concerned with promoting cooperation between the Italian regions., ,During this week the theme of public health and medical research will be examined from various points of view, starting with a high level seminar/workshop, planned to take place in Brussels on 8 and 9 July 2003.
The main objective will be to promote discussion between administrators of local authorities, specialists and health workers regarding the most important themes of the health care policy at an Italian and EU level.
,The seminar/workshop will be divided into two separate events:
- a policy seminar involving the regional managers of the public health systems on the theme of patient mobility, the essential European levels of care and the related coordination of the social security systems;
- a series of theme-based workshops intended to take stock of the EU programmes regarding public health and biomedical research, promote the exchange of information, form partnerships and improve the cohesion and understanding between health workers, in both the public and private sectors of the community health services.
This discussion will involve the main Italian and European stakeholders (the Conference of the Presidents of the Regions and the Autonomous Provinces, the European Commission, the European Parliament and the Ministry of Health), with a view to further encouraging the reflection of the high level group on the problem of patient mobility. This group was recently set up by the EU with the following aims: promotion of effective cooperation between the general health executive of the European Commission and the health systems of the member countries; examination of the modalities of implementation of the sentences of the European Court of Justice in this field; evaluation of the results of the decisions of the Council with regard to regulation 1408/71 (now under review), which establishes the rules for the access of patients to the health system, also outside their country of origin.
Lastly, in order to further underline the EU dimension of the initiative, it should be mentioned that the Coordinating Organization of the Chairmen of the Regional Health Committees will meet in Brussels - for the first time in its history - in order to discuss and make decisions with regard to an agenda that will be entirely devoted to the themes of the integration of the European health services.
