The Management of Sixth Framework Integrated Projects

Berkley Associates of Brussels, in collaboration with Walker Associates of Cambridge is offering an intensive 1 day briefing for R&D managers and practitioners on the management of FP6 Integrated Projects taking place in Brussels on Thursday 17 July 2003.

The briefing will cover the following key aspects:, ,· How will FP6 Integrated Projects be implemented? A brief review of the Commissions objectives and aims in establishing the Integrated Project Structure; ,· What is best practice and the critical success factors for the management of large collaborative research projects and which organisational structures work best? Key issues arising from an EU study on the management of Big Projects under previous Framework Programmes; ,· What are the major process, structural and management issues associated with the implementation of Integrated Projects? Analysis of the various management and legal structures that could be set-up to manage an IP (for example, European Economic Interest Grouping);,· Understanding the EUs Grant Contract and Financial Rules. A review of the major legal and financial provisions of the Contract including discussion of such issues as Collective Responsibility, Eligible Costs, Cost Reporting Models, Intellectual Property Rights and the Commissions new Financial Regulations; ,· Framing the Consortium Agreement. Under FP6, the Consortium Agreement will play a more prominent role than under the previous Framework Programmes. This presentation will focus on the essential issues that have to be covered in the Consortium Agreement in order to ensure that the project develops successfully. , ,In the development of FP6 proposals for Integrated Projects, it will be essential to detail a robust project management structure which will have appropriate resources to administer and manage a large R&D collaboration with the usual challenges and complexities of trans-national project management. Unlike FP5 projects, FP6 Integrated Projects will enjoy a large degree of autonomy in the management of the project. The Commission therefore will be giving the project management structure and processes a heavy weighting in the evaluation of proposals.
As well as building up potential consortia for integrated project proposals, now is also the opportune time, to consider the major process and management issues associated with FP6 Integrated Projects.
In addition, the Commissions new Grant Contract leaves open a number of areas that will have to be covered in the Consortium Agreement. Given the size of grants under Integrated Projects and the increased liability, great care will have to be taken in the choice of partners and in the drafting of partnership agreements.
Berkley Associates and Walker Associates have a great deal of experience in managing EU projects and in providing training courses for the European Commission. They have recently completed a major strategic study for the European Commission on the management of Big Projects, ie large-scale trans-national collaborative R&D projects. The work was based on in-depth analysis of projects ranging from 10m - 100m over 3 - 5 years, supported under the EU Information Society IST and predecessor programmes from the mid-1980s to the present day. The study has defined the key characteristics of such Big Projects and identified the major issues. It has also highlighted the important lessons learnt, both by the project participants and by programme managers. The results have been fed into the development of the Sixth EU RTD Framework Programme (FP6) and the plans for the European Research Area.
The briefing programme will be delivered by senior members of the European Projects team responsible for the study who will draw on the findings of the study and look closely at the data collected and will also provide a detailed insight into the thinking behind the FP6 Integrated Projects.
Dates
The one day FP6 integrated project management briefing will be held in Brussels from 0930 - 1630 on the Thursday 17th July 2003.
Venue
The venue will be the conference facilities of CENELEC in the Centre of Brussels. Full details will be provided upon confirmation of registration.
Costs
The cost of the briefing which includes materials, buffet/sandwich lunch and refreshments, is 250 euro (excluding VAT). Numbers for the briefing day will be strictly limited, so you are advised to book early. The cut-off date for registrations is 30th June 2003.
