Since the very early beginning of its existence, human kind has been confronted with the needs of designing adapted tools for his survival, and the more as he was more successful along an irresistible positive feedback loop. Nowadays where technology has been taking up for the last fifty years with an accelerated speed, the classical ''speculative'' (theory oriented) and ''contemplative'' (experiment oriented) pathways are not sufficient enough for guaranteeing quality and safety in the development. More responsible attitude is required, where, knowing the ultimate goal, a normative approach is developed instead of the previous progressive ones.
Recognizing the growing importance of modern complex systems in almost all domains of human activities, it is the intention of this new conference to open up a third, more global, control oriented approach, considering complex systems as a new theoretical domain, and linking it to the possible range of applications in modern technology, with emphasis on how much intelligence can be safely downloaded in such systems, when using observation and understanding of so remarkably controled ''natural'' ones. So the topics of the conference will cover theoretical, experimental and industrial aspects of systems, and will inclued as well recent cell biology studies and new economical researches, and again with a definite orientation toward the mastery of concerned systems behavior.
CSIMTA will be the first conference of a series scheduled to be held every two years. It will take place at ''Cité de la Mer'' in Cherbourg, France, from September 19 to 22, 2004.
