How to unleash private sector R&D funding?

One of Europe's answers to the economic challenges it faces has been to greatly boost public and private spending on research. Business in the European Union currently contributes only some 56% of research spending. In Switzerland, by contrast, 69% of research funds come from private sources.
Will the EU's proposed conditions for private investment be enough to stimulate a surge in business-funded R&D and what lessons can be learned from the Swiss case?
