HR with a little help from outside

The Human Resource function has evolved from managing the growth to assisting with the crisis management. The HR department is often found to be understaffed or under skilled as more and more new requirements and tasks are expected from it. So far corporations and companies have focused on the business side of their existence but with more and more stringent requirements from all the different stakeholders, a quick adaptation and evolution is needed.
Here the question of requesting help from outside is popping up. Should it be on a case by case basis? What is good and responsible to give away? Should one give it away completely or only trying to get briefed and do the execution on your own? How long and how far reaching can and should this assistance be?
