Friends of Europe in association with the Swiss Mission to the EU organises a discussion in its regular series of CAFE CROSSFIRE' DEBATE on "How will the EU's R&D boost help meet the Lisbon goals?". The debate will take place on March 23, 2005, in Brussels, Belgium.

On the eve of adoption of the 7th Research Framework Programme, the main financial and legal instrument to implement the European Research Area (ERA), a number of burning issues need to be addressed.
Doubling the EU's research funding, creating European Centres of Excellence, establishing a European Research Council to stimulate basic research and making Europe more attractive for researchers are among the new Framework Programme's strategic aims. But how can European policymakers ensure that a substantial increase in public/private partnerships will serve to boost private R&D spending? How can the financing of basic research at a European level stimulate the work of ERA, and how can the ERA attract the best and most innovative minds?
Above all, will the EU's increased funding for research projects yield the growth and innovation Europe needs if it is to meet Lisbon goals?
