Flexible environmental regulation in the internal market
The conference will explore recent trends in European environmental regulation, with particular emphasis on the concept of flexibility and its impact on European environmental law-making, implementation, enforcement and compatibility with the internal market.
The topics to be covered will be presented by representatives of the European Commission and academia, who will address such issues as:
- How the principle of flexibility will affect the landscape of European environmental regulation and the use of legal, economic and fiscal instruments;
- The role of industry in the light of increased recourse to self-regulation and voluntary agreements;
- Increased diversity amongst national environmental laws and compatibility with the single market and effects on competition law;
- How will flexibility operate in the spheres of implementation and enforcement?;
- How have flexible instruments worked in practice in the areas of waste, air and water and what future developments are forthcoming?
