The third international conference on performance measurement in libraries and information services will be held in Newcastle upon Tyne, United Kingdom, from 27 to 31 August 1999. The conference will address the theme "Value and impact" and will be targeted at all sectors of library and information services as well as research and teaching staff.

The conference organisers are currently seeking the submission of proposals for papers to be presented during the conference. The topics to be covered include, but are not limited to, the following:

- The digital library;
- Measuring electronic services;
- The Internet as an information source;
- Public libraries - value and impact;
- Methodologies - quantitative and qualitative analysis;
- Research projects;
- Benchmarking;
- Evaluating performance measurement;
- Effectiveness of a performance measurement;
- Building a culture of continual improvement.
