A training course on "Decision support for off-site emergency management in the later phases of a nuclear accident" will be held in Karlsruhe, Germany, from 12 to 16 April 1999. The course will be supported by the European Commission within the European Radiation Protection Education and Training programme (ERPET).

Participants will be trained in assessing and evaluating the off-site radiological situation following a nuclear accident, judging possible counter measures and their consequences, and preparing decisions on alternative actions. Particular attention will be given to accidents where radioactive material is released into the atmosphere and the course will focus on decisions related to re-location, agricultural and urban countermeasures, and other aspects such as decontamination and waste management.

A special feature of the course will be the use of the real time on-line decision support system RODOS, which will complement presentations and provide an informed basis for discussion and choice of counter-measure strategies. Participants will be given the opportunity to apply the knowledge gained in the lectures by evaluating a variety of accident scenarios using the RODOS system as a tool. The main topics to be covered during the course will include:

- Accident phases and basis for decisions in the later phases;
- Exposure pathways and environmental transfer;
- Contamination assessment by measurement;
- Doses and health effects;
- Criteria for intervention;
- Countermeasures and management of waste;
- Decision making including non-radiological aspects;
- The ETHOS approach.
