Managing People in Changing European Academic Environments

Major changes are currently taking place in European Higher Education which have a direct impact on the roles of deans and other senior academics, requiring them to interact as ‘managers’ and ‘leaders’ with academic and other staff rather than as ‘colleagues’.These changes and new environmental factors are well known:

Competition has increased significantly; curricula need to be reformed in line with the Bologna Process and research has become very strategic. Quality is key to all new developments. European universities are encouraged to become strong players in the European economy and the global knowledge society. This requires a change in governance and management. “Europe needs modernised universities” says the European Commission.

All of these changes, whether directly or indirectly, impinge on the daily professional life of the dean (as well as heads of department and others), requiring responses that engage the dean in the management of colleagues. However, while European universities will say that their biggest asset lies in their people, they generally do little to recognise the critical importance that the management of such people plays in the successful fulfilment of a university’s mission.

How, then, can people be managed in academic environments? Should they be managed? What is distinctive about such management in academic environments? Can we learn from and adapt approaches from other sectors? How can human resource strategies be designed and implemented to support the overall university mission and strategy?

As a dean or academic leader, how do you manage your academic and administrative staff in your faculty/department? How do you work among peers while at the same time introduce professional human resource management?

With keynote presentations and case studies from decision-makers and HR practitioners, the 2007 DEAN Conference will look at the key challenges for Human Resource Development in European universities. It will discuss examples of both institutional and faculty strategies and their implementation. It will provide practical examples from experiences in universities around Europe and look more specifically at the key issues of change management, academic leadership, staff appraisal and promotion, incentive schemes and personal development.

The programme will have ample opportunities for interaction between participants in plenary sessions, workshops and the social programme to enjoy Slovenia’s beautiful sights.
