EcoProcura Europa'99, a European forum for economic and green purchasing and environmental management, will be held in Bilbao, Spain, from 24 to 26 February 1999. The event will be organised by the International Council for Local Environmental Initiatives (ICLEI), and will be held in parallel to PROMA, Bilbao's environmental technology fair. The target audience will include decision-makers and purchasers from European public and local authorities, representatives from municipal associations, national governments and suppliers of environmentally friendly products.

The aim of the three-day congress is to examine the economic and environmental significance of green purchasing and environmental management in public administrations. In addition, an EcoProcura exhibition will feature innovative products in key procurement areas. The event will be held within the context of the ICLEI's EcoProcurement Initiative to facilitate the exchange of experience on environmentally-friendly purchasing from municipalities and public institutions across Europe.

Issues to be discussed during the congress will include the legal framework for public purchasing in the EU with respect to local authorities, instruments to link economic efficiency with ecological concerns, as well as the impact of market liberalisation policies on environmental issues. Four key purchasing sectors for local authorities: office supplies, buildings, fleets and energy, will be discussed jointly with representatives from major companies in the respective markets.
