METROPOLIS 2000, a major international congress on energy and sustainability for European cities of the future, will be held in Athens, Greece, from 17 to 19 January 1999. The event will be organised by the European Commission, DG XVII, on the initiative of the European Commissioner for energy, Mr Chris Papoutsis. The congress will bring together high-level representatives from European governments, international institutions, municipalities, utilities, as well as professional specialists and other key market actors. Its aim is to promote the new priorities and strategies presented in the "City of tomorrow and cultural heritage", the new Key Action of the forthcoming Fifth RTD Framework Programme.

The process of achieving real and enduring improvements to urban life is a complex one, requiring strong collaboration by many actors. Recognising the vital role of energy in the functioning of cities, the European Commission, DG XVII, launched a series of European forum events to begin the process of orienting key actors towards developing and applying new models for achieving sustainable solutions. Earlier this year the conference "Building the City of Tomorrow - The Energy Dimension" held during EXPO'98 in Lisbon, Portugal, on 29 and 30 May 1998, emphasised the need for integrated technology and infrastructure initiatives to advance the agenda of sustainable development, preserving natural resources and enhancing our common heritage.

The congress is the most important stage so far in this series of forum events. It will focus on the key strategic, institutional, financial, technological and management tasks required to develop "The city of tomorrow" as a practical reality. Discussions will highlight integrated new approaches for developing and implementing clean, efficient, cost-effective solutions for a range of complex problems faced by modern cities. An important aim of the congress is to encourage the establishment of the necessary partnership groups to plan and deliver the necessary integrated solutions, and to seek to define a programme of early action priorities.

The congress will be structured into five working sessions:

- The EU's Fifth RTD Framework Programme and the Energy Framework programme;
- Integrated approaches to sustainable cities;
- The built environment and urban mobility;
- Cultural heritage in the city of tomorrow;
- Financing the future.
