Closed meeting held to prepare WP7 and WP8

The meeting of work package n 7 and N8 was held in Prague and hosted by the CESES. In this meeting the participants of the meeting discussed the aims, objectives and deliverables of the work packages and set up the working plan. A Workshop “Developing the European Public Sphere: Institutions, Media and Civil Society” will be held in December 1-2, 2006.
Following the discussion in Prague it was decided to hold a workshop to be organised by the Trento University at the beginning of December, 2006.

The overall framework of the WP is to propose papers within the topic “civic culture and representation of citizenship in mass media”.

In order to focus better and characterise at the best the topic, we suggest to work within the general framework of research on the European Public sphere and Citizenship and to fix the workshop into the area of studies concerned with European Union issues and politics.

The workshop organised by Trento should thus be aimed at presenting papers on both theoretical and empirical on going research within the general framework of the European Public Sphere and to open up a discussion and confrontation with experts coming both from the EU institutions (representatives of the Commission, of the DG Press and Communication, etc) the European Media (such as Europe by Satellite, Euronews, etc ) and civil society networks involved on European Citizenship issues (such as euractiv, friends of Europe, etc.).

Research questions around which the papers should be focused on will include:

- How has the European Public Sphere been conceptualised from a theoretical point of view?
- How is the debate about the emergence of a civil society in Europe related to the conceptualisation of an European public sphere?
- Is there a link between EU institutional communication and EU’s media policy? How have EU’s institution tried to shape media policies in Europe?
- How have different media in different countries represented the debate about the European Constitution?
- How have different media in different countries represented the debate about the European enlargement?
- How have different media in different countries represented issues such as participation-inclusion/exclusion-belonging-identity?
- What are the current conflicts and social exclusions that are inspired by European media and what can be done about corporate media responsibility in Europe?
- What can be theoretical and empirical grounds to analyze the civic culture of European mass media?

The possible outcome of such a workshop could be a publication structured in three parts:

1. The European Public Sphere
2. Empirical Studies on EU’s issues
3. EU’s identity in the media: theoretical and empirical findings
4. Recommendations for EU Media Policy
