ENGAGE Project Workshop of Open Data and Citizen Engagement, at the Samos Summit
The “Samos 2011 Summit on Future Internet” was co-organised by the University of Aegean, the Greek Interoperability Centre of the National Technical University of Athens, and the ENSEMBLE FP7 project, a support action to the FINES Cluster.
The Summit brought together an impressive number of stakeholders and Internet actors, many of whom represent research projects, government and civil society, and special interest groups for the Internet. The summit was organised in order to foster international cooperation and strive for a new research and practice agenda in future Internet systems and services.
Collaborative workshops took place during the summit on:
- the new Research Roadmap on Future Internet Enterprise Systems, and
- Enterprise Interoperability Scientific Formulation,
during which participants engaged in idea-exchanges on future Internet systems and services, in particular regarding interoperability.
The ENGAGE project is funded by the 7FP to support research e-Infrastructure, and its goal is to release a services infrastructure allowing researchers, citizens and other stakeholders to have better access to public open data. To achieve its goal extensive exchanges are required with Internet stakeholders and an ingathering of experiences and needs from future Internet service users and open data providers.
The ENGAGE project coordinated a workshop on “Open Data and Citizen Engagement” during the Samos Summit. The workshop was chaired by: Anna Triantafyllou, of the Athens Technology Centre (ATC), Greece, and was structured around the four presentations listed below, each of which represented a project involving a broad base of stakeholders, and was followed by a discussion on future Internet initiatives, and focused on societal aspects of the future Internet.
- PADGETS - “Social media gadgets for opinion-mining”, by Charalambos Alexopoulos, Vassiliki Diamantopoulou, of the University of the Aegean;
- NOMAD - “Social media for non-moderated croudsourcing”, by Aggeliki Androutsopoulou, of the University of the Aegean;
- WeGov - “Participatory governance through Future Internet”, by Somya Joshi, of Gov2u, Belgium; and
- ENGAGE - “Open and Linked Data for Science and Society”, by Spyros Mousakitis, of The National Technical University of Athens , Greece.
ENGAGE WORKSHOP & SAMOS SUMMIT OUTCOMES
The ENGAGE workshop findings, combined with outcomes from other workshops and idea-exchanges, resulted in the “Samos 2011 Summit Declaration on Future Internet for Enterprises and Society”, which calling upon the key policy actors, business and citizens to:
- Support research and innovation in the domain of Future Internet systems and services in the factory, in the enterprise and within a connected, inclusive society, in order to empower them in their quest for high quality, ubiquitous digital services and products
- Foster collaboration among scientific communities, industry, SMEs and citizens, towards an open, coordinated and effective global business ecosystem
- Embrace and apply the results of ICT research and innovation in everyday business, to drastically increase enterprises’ and factories’ prosperity
- Endorse and promote the Enterprise Interoperability Science Base development, for cultivating the path towards the identification and solving of problems for enterprises and society, and
- Collaborate towards the further elaboration, adoption and pursue of the Research Challenges of the FInES Cluster Research Roadmap.

THE ENGAGE PROJECT
The ENGAGE project’s full name is: “An Infrastructure for Open, Linked Data Provision Towards Research Communities and Citizens, for Open, Linked Government”. The project objective is to optimize the use and development of the best research infrastructure in Europe, thereby supporting the objectives of the Capacities programme within the 7th Framework Programme (7FP) for Research and Technological Development (RTD). The project emerges from a policy context of improved access to public sector data.
The main goal of the ENGAGE project is to release a services infrastructure allowing researchers, citizens and other stakeholders to have better access to public open data. ENGAGE will deploy and use an advanced service infrastructure, incorporating distributed and diverse public sector open information resources as well as data curation, semantic annotation and visualisation tools, capable of supporting scientific collaboration and governance-related research from multi-disciplinary scientific communities, whilst empowering the deployment of open governmental data towards citizens. Starting in June 2011 the ENGAGE project will run for three years and will develop ten services allowing users to better access open public data.
PARTNERS EXPERTISE
The ENGAGE project brings together the project partners from: Greece, Germany, Israel, The Netherlands, and Luxembourg, and The United Kingdom: each partner having a specialisation in e-Infrastructure, governance, technology development, cloud computing, and scientific data diffusion.
