Last ESS project field test : air-crash/forest fire at the French-Italian border

The final demonstration of the ESS project will take place near the village of Sospel (France) on 11 April 2013. The demontration will simulate a plane crash causing a forest fire spreading towards Italy and imply both French and Italian authorities. The aim is to demonstrate how ESS can help crisis managers.

The “Emergency Support System” - ESS is a project supported by the European Commission / DG Enterprise in frame of the Security Theme 10 of the E.C. Framework Program seven. The objective of ESS is to develop a suite of real-time data-centric technologies aiming to provide actionable information to crisis managers during abnormal events. This information will improve control and management, resulting in real time synchronization between ground forces (police, rescue teams, fire fighters) and out-of-the-theatre command and control centers (C&C).

The third and final field test will be based on the scenario of an airplane crash in a forest area near the Sospel village. The situation includes the recovery of victims and the simulation of a fire spreading towards the Italian border. The purpose of the event is to demonstrate and validate the potential contribution and performance of the ESS system for crisis management operations during an international cooperation.

The test is organized by CEREN, the Test and Research Center of ENTENTE for the Mediterranean Forest, on behalf of the ESS consortium in cooperation with local and regional services and authorities including firefighters of the Alpes Maritimes department (SDIS06), Prefecture of Alpes Maritimes (Fr), Village of Sospel (Fr), Corpo Forestale dello Stato (I), Vigili del Fuoco (I), Prefecture of Imperia (I), Municipality of Olivetta San Michele (I), Police and Customs Cooperation Center (Fr/It).

ESS technology includes the use of UAV, aerial observation balloons, different types of sensors and a device to alert population via cell phones.

The test is of interest for decision makers, operational organizations, emergency and crisis management personnel, filed experts and specialists, local and regional authorities and government organizations.
