The Fifth International Conference on the Theory and practice of Electronic Governance will take place from 26 to 28 September 2011 in Tallinn, Estonia.

The pace of technological innovation is contributing to major changes in governments, societies and economies. The impact of such technologies as web 2.0 and the semantic web, cloud and grid computing, and pervasive broadband access and ubiquitous services, are have reached an impact that goes beyond areas directly related to the computers and the internet.

The impact of technological innovation on government is significant, with a variety of developments such as increased cooperation between agencies to deliver seamless services, increased participation of citizens in making policies and decisions, delivery of location-aware public services, and completely new paradigms.
