The European Community's energy programmes will be presented at the 13th European Photovoltaic Solar Energy Conference and Exhibition at a stand shared by DG XII (Science, research and development) and DG XVII (Energy). The stand will present the Community's JOULE/THERMIE programme in the field on non-nuclear energy and the ALTENER programme for the promotion of renewable energy sources. It will also include information and exhibits on the European Solar Test Installation (ESTI) of the Commission's Joint Research Centre.

The RTD component of the JOULE/THERMIE programme (JOULE) is closely involved in the organization of the European photovoltaic solar energy conferences. Most of the ongoing JOULE projects in this area will be presented in detail by research teams during the conference. The Commission stand at the conference will, in addition, offer background information material on both the JOULE and THERMIE (demonstration) strands of the JOULE/THERMIE programme.

It will also provide information on activities within the APAS on renewable energy and on the ALTENER programme, another Community energy programme aimed at developing the use of renewable energy sources in the European Union.

The stand further features exhibits from ESTI, a centre of excellence in the field of measurement and testing of photovoltaic devices. These include:

- A solar simulator for cell performance measurements;
- A laser scanner to identify defects in solar cells and amorphous modules;
- A recently developed fast spectroradiometer (SpectraCube);
- A display which demonstrates on-line, and in real time, the performance of ESTI's photovoltaic facade in Ispra, Italy.

The main objectives of the Community programmes, with regard to the photovoltaic sector, are to stimulate the creation and introduction of potentially cost-effective photovoltaic technologies into the energy supply systems of the European Union and, consequently, to strengthen the technological basis of the European photovoltaic industry.
