The third international conference on electronic publishing and libraries, "The challenges of new partnerships", will take place in Bielefeld, Germany, on 5-7 February 1996. The conference, which is organized by The British Council in Cologne, the Buchhaendler-Vereinigung GmbH, Frankfurt and the University of Bielefeld, is a biennial event first established in 1992. It is supported by DG XIII of the European Commission.

The 1996 Bielefeld conference will discuss electronic publishing via network systems, particularly INTERNET, and will examine the role of publishers and libraries as information providers in the developing Information Society. Over 400 participants from 15 European countries are expected to attend.

The conference will be combined with an exhibition of electronic publications to be used in library networks, and networking technologies for electronic publications. Relevant hard- and software for libraries and publishers will also be presented.

The target audience includes all librarians interested in, or already using, electronic data bases in publications via CD-ROM and networks, and all publishers and booksellers interested in the technology and distribution of electronic publications in the library market.
