New electricity markets and the environment - instruments for environmental improvement
The aim of the workshop is to help energy decision-makers take into account environmental impact, by providing background information about different instruments for the inclusion of environmental impact in different contexts. Analysis of case studies will be used for this purpose.
The workshop will concentrate on the external effects of power generation, particularly in the light of recent and expected structural changes in the industry. Emphasis will be placed on instruments which might offer economic as well as environmental benefits. Five groups of instruments will be discussed:
- Command and control regulation;
- Fiscal instruments;
- Demand-side management/Integrated rational planning;
- Institutional approaches and market reform;
- Technology deployment enhancement.
